Bill has used what I consider a very important word in his question, build. When we built our house we already had a vision of what we wanted it to look like, a good idea of the internal structure, and the population it was designed to serve - us. As Patricia said, we did not have the skills do do any of the work so we hired professionals who could do it for us.
I would possibly disagree with Patricia in that charter schools are not meant to be all things to all people (and she certainly may not have meant that). They are designed to serve a niche audience. They certainly have to abide by certain laws and codes, just as we did in building our house, but the emphasis should be on "customizing" the program to meet the needs of the target population.
So, the role of non-educators is to articulate the vision, research the options and then hire the best people possible to achieve the vision.
