The necessity of capable teachers cannot be argued with. The rubber meets the road in the classroom, and inept teaching cannot be remedied by any other factor in the school organization. However, good teaching can be negatively affected by weak school leadership at the principal's or school director's position and elsewhere in the management team. If there is disarray in the school, go straight to the principal's office.

Charter schools are real businesses using public money. If there is not a management company, or management level that takes care of business and regulatory matters, then that may fall to the school director, who would then be unable to concentrate on the curriculum. At some point there must be an administrative level that watches the curriculum closely and evaluates and trains teachers on an ongoing basis. It is unacceptable to wait unitl the end of the year to determine that a certain teacher did not perform. Students cannot afford to lose a year in their academic lives.

So for even good teachers to be effective, there must be other support levels in a charter school that allow that teacher to function at her/his potential.
