Research shows that Dual Language Immersion programs have significant benefits for both English and non-Native English speakers (i.e. Collier
and Thomas, 1998 & 2002; Lindholm, 2001 & 2002). The critical component
to these programs is a balance between the number of students speaking
each language. Yet there is a federal policy against
having two separate lotteries for applicants to charter schools. How can we overcome this obstacle to quality schools? I understand it is intended to prevent discrimination, but it is also preventing effective, proven strategies for raising the achievment of second language learners.
