How about a facility voucher program? State and federal number crunchers ought to be able to come up with a per student/per subject/per use facility cost and incorporate that on the basis of number of students served, even for small numbers. It would then be up to the school to choose whether to spend that money on a mortgage or to defray costs associated with using shared space in shared facilities. Would that count as "full facility funding?"
