I highly endorse the NACSA document and would add the importance of the authorizer being a proactive partner in the mission of a school, especially as it pertains to innovative practices that others may not appreciate. Innovative practices require new and different assessments and reporting. It is critical for authorizers to be actively involved in helping to articulate the unique purposes of their schools.
Also, charters and their authorizers need to align the purposes of the schools as stated in proposals for state approval. Many charters overstate their purposes, often choosing all of them listed when really wanting to focus on one or two from the list. I see more and more of this and it worries me. Most state laws don't require that charters try to be everything to everyone. Worth a discussion with the authorizer and the SEA when starting up.
