Doug - who I greatly admire for his work at Minnesota New Country School and other charters, says that districts can't change fast enough.
One way we are seeing important change in some districts is via competition. For example, in 1985 Minnesota adopted a Post-Secondary Options law allowing high school juniors and seniors to take all or part of their course work at colleges and universities, with state funds following them.
Hundreds of new Advanced Placement, International Baccalaureate and College in the (high) Schools courses were added in the next 15 years, as school districts improved their offerings, in part so students would not leave.
There are many terrific examples of the charter movement helping to stimulate improvements in districts. I can get more specific in another email. But I think the more stronger options we have via the charter movement, the more likely it is that many districts will respond.
