If chartering is going to remain strong (or become strong) in a community, it is vital to have some support for keeping the "space" open (ala Education/Evolving's Open Sector) as well as support for planners and start-ups. This shouldn't fall on the backs of existing schools--no one would expect one business enterprise to support the planning and start up of another. And anti-trust legislation and lawsuits demonstrate the unwillingness of existing organizations to support the future development of competition.
The tension here is that the "future" has no funding base, as far as I can tell. We might someday get to a point where there is a funding stream like that for the Small Business Administration to fund this work I've described.
