I agree that the authorizer has a great deal of control over the charter school. However, as an operator and then authorizer, I found that much of that control was in the early stages - getting the charter, getting started, and setting a standard for reporting. Schools are not static. They are everchanging entities that adapt to the needs of the students and the commuinty that is served. With that and with the support of an active board and staff, schools should develop a relationship of trust and open commnication wit the authorizer that will allow them to request and be granted changes to the charter that will continue to improve student achievement. Flexibility with authorizers is a product of a sound working relationship. Creating the climate for flexibility is the responsibility of the school as well as the authorizer.
