I agree with Debra, we cannot expect to change traditional schools by hoping they will look at charter schools and deliberately change. Education Evolving, the new non-profit policy group made up of many long-time charter folks, has been saying, "we can not get the schools we need by changing the schools we now have. A new schools policy must prevail in every state and an "open sector", of which charters are only one option, must be created." There are several kinds of relationships that can be established with districts (authorization, partnerships, instrumentality, etc.) but the key is learning from each other. At EdVisions, we've intentionally required formal separation from the districts as we create new small high schools. We welcome a relationship with the districts when it comes to sharing practices and professional development, but not when it comes to money and autonomy. Even in states with weaker laws, we believe there must be an understanding that innovation and better service will come only with a deep commitment to the flexibility for accountability trade-off. We all stand a better chance of learning then!
