Many of the charter schools I'm familiar with were started by parents. Without parent and student support there wouldn't be a charter school. As a matter of fact, there are many cases that show when these same parents and students leave, the school closes because the mission changes and those involved don't fit in anymore or there is no desire to continue operating the school. Since many charter schools have become corporate and profit centered, I would guess you have to please the stockholders and CEO's first, parents and students are just customers of the service.
