The goal of increased academic achievement for all students logically must be the hallmark of any educational institution. Because of the history and genisis of charter schools, districts still view them as "competition" . As the movement matures, districts and charters hopefuly will grow to trust eachother more, enhancing the notion of "partners in educating children".
In Philadelphia, charter schools mirror the District in their performance. Some charers are exceptional, some acceptable, some as mediocre or more mediocre than the most mediocre traditional public school. This disparity becomes an obstacle, because the performance at some charters does not inspire anyone to want to replicate their practice.
