I agree with the pay issue - but if we are to keep good teachers, they need professional respect as much as professional pay. Here again, charters and the NCLB may be of assistance, by providing, on the one hand, collaborative workplaces in which teachers feel safe in submitting to merit-based pay since they are not subject to the whims of ill-informed, overly-busy, or prejudiced administrators; and, on the other hand, providing models for effective school government in which teachers' professional expertise is an integral part of developing curricula and guiding school practices. Research consistently supports the thesis that having control over one's work-place decisions lowers stress, increases satisfaction, and helps compensate for lower pay.
