I also think that to really be a succesful conversion school, you need a vision and a reason why you are converting. (We need the flexibility to escape a one size fits all curriculum and staffing requirements, for example.)
Additionally, for a conversion school to be a "real" charter school, a strong governance plan needs to be in place and this takes time.
In Georgia, at least, the converting to charter status is the option before closing-- so I think they have only one school year to write the document, have it approved and open as a charter school. This is tough. Even updating our charter (for renewal) took about 9 months.
