This discussion is extremely helpful for those of us at the U.S. Department of Education. Certainly we're biased, but we think NCLB holds great promise to strengthen the charter school movement--by focusing all public schools on results, greater flexibility, and parental choice. But we're sensitive to the unintended consequences of such a comprehensive federal policy, and truly appreciate the feedback.
