While charter school administrators can document that their teachers have bachelor's degrees, how do they demonstrate teacher subject-matter competence? How is competence to be demonstrated in schools that use alternative curricula (ungraded classrooms, project-based learning, etc.)? Will charter schools have to invest heavily in professional development to meet the "highly qualified" requirement? Are there ways that the requirement can help charter schools?
