I agree. Failing NCLB schools already have had more money and more support given to them during their decline. Merely giving a school more money and autonomy, without providing guidance, support, and expectations in regard to becoming a "high-quality" charter school (the federal Public Charter Schools Grant Program is intended by law to fund "high-quality" charters), will unlikely cause the dramatic change sought by lawmakers.
