that "chartering is not always the right option" for dealing with low-performing district schools is absolutely correct. And it's especially not the right option when the only reason its done to is to get the charter school funding, yet they change nothing within the schools program to make a tangible diference for kids. Of course, many of them want to "uncharter" once they money is gone in any case.
I beliee that those of us who are activists in the school choice movement have to keep a very close watch on this because this activity can truly derail what we've worked for these many years.
And on this note, I have to go be a parent to my 15 year old who'll be a 16 year old tomorrow. Keep the faith and see you in Miami...
