Quality charter schools are created during the pre-charter planning stages. As the founder/director of a non-profit in the process of planning and developing a charter school proposal, I often find myself in the peculiar position of not being able to participate in opportunities that would contribute to the process of creating an effective educational program (having a Charter in hand increases the possibilities for financial assistance and professional development opportunities). Fortunately, there are a few organizations that have been open to this process. To create quality schools in the future, should more attention be given to individuals, groups, community organizations, etc. during the early stages of planning and developing, rather than after a Charter has been granted?
