It depends. If the law already allows an adequate amount of autonomy for charter schools, then the parameters should be the same. If the law doesn't allow such autonomy, though, it seems that charter school advocates should use the NCLB conversion option as a lever for making the necessary changes regarding autonomy to the state's charter school law.
