Without question quantity cannot be discussed without an uncompromising committment to quality. I am somewhat skeptical, however, of making substantial quality gains with existing charter schools that are not already on a strong upward trajectory. Instead, we should focus on ensuring a high degree of excellence in the new charters coming on stream. Specifically, I think we should be paying particular attention to emerging efforts to replicate already successful schools, or to create scalable charter organizations (such as charter management organizations--CMOs).
