Does PA only use standardized test scores to determine AYP?
Charter schools have got to take the responsibility to prove their value - if you are not able to show increased student achievement, no matter who your population is - then what better job have you done than the districts these students come from?
With all of the data collection tools and assessments available, there is no reason a charter school cannot tell on a daily basis where a student is, where they need help, and where the school needs to concentrate its efforts to assure that student is successful.
Everyone wants to use NCLB as the excuse for higher accountablibity demands - when in reality it is the response to a lack of accountability over the last 50 years. Charter schools sign on to do a better job of increasing student achievement - I don't care what level the student comes in at -if you have a 15 year old coming in with a 3rd grade reading level, I expect you to be able to show me how that student has progressed after 1 week, 1 month, 3 months, 6 months, etc...if you can't show me any improvement in that student's performance then I can only assume the student is being warehoused.
I have yet to see an NCLB or state requirement that I cannot defend my school against concerning AYP.
