NCLB & Federal Policy: Measuring Improvement: AYP and Charters

I do worry about some of the NCLB strictures -- but let's not get carried away. Is it so much to ask that schools give a reading and math test once a year? Or that some actual consequences follow chronic failure? Charters already deal with far more stringent accountability than anything NCLB has introduced.
