We need to be careful not to cast this as either new schools or more quality in existing schools. When it works right, the charter model does both; it improves the pool by culling low performers and inviting strong new entrants.
That said, on the conversion point more directly, chartering is just one option among several prescribed by NCLB for getting a "fresh start." I'm glad Bryan Hassel is doing a paper on this, because chartering is not always the right option, and can be done stupidly -- so districts and states need some good thinking on when it makes sense and how to do it.
