Authorizing agencies vary from state to state and whether or not 'cyber' programs would want a unified (possibly National) authorizing set-up I'm not sure individual states would give this control up. To meet the need, possibly created by NCLB for more choice in rural areas, state by state those of us in the Charter movement would have to work within our systems to add cyber charter schools.
