Thanks to Anita for raising a very important issue re state/federal $ going to help start charter schools. State policy regarding use of federal start-up funds is critical. At various points, there has been discussion about targeting at least part of federal startup funds to schools that will serve low income or limited English speaking students in rural or urban areas.
I am not sure what Ohio has done on this issue as a state. But if there are NOT enough federal startup $ - and in many states there are not - to provide significant funds for all new charters, shouldn't at least some of the funds be targeted to schools that will serve significant percentages of low income and or limited English speaking students?
