I think that you raise a good opportunity. My question is who will authorize the schools? Perhaps districts will in some situations, but I think that in several cases they probably won't. This issue highlights the need for states to create alternative authorizers, who can proactively create more choices to fulifll certain gaps, such as cyber charter schools in rural areas.
