No offense Mike, but what you've written is an just an oversimplified rant. No one is forcing states and districts to do anything. If you don't want to report the data, simply turn down the money. It is up to the states to decide how to implement NCLB and most states have simply tried to overlay it over an existing and non-effective paradigm for educating students, rather than taking this as an opportunity to blow up their systems and try something new.
