Mike is concerned that NCLB " force charter schools into the same factory based educational system that charter schools were suppose to change."
My experience is that some of the very best charters are schools that have a very positive impact on student achievement - measured in various ways. That means the students do ok, or very well on standardized tests. So I don't see NCLB testing provisions pushing charters into the same factory model.
The highly qualified teacher requirements are up to each state. I think wise states have created or are creating ways to assess whether people have the skills they need to be effective teachers in various subjects.
