Jennifer, With regard to how you incent serious consideration of a charter option, I caution about the focus on federal PCSP funds. My experience tells me that the funds are too often seen as a life preserver, and they alone won't save a failing school. Unless operators are serious about applying sound principles of school reform, adopting best practice, granting flexibility and vesting decision making and governance at the charter school level. Obviously the authorizer has to share these commitments as well. I fear conversion for the wrong reasons just buys a failing school five additional years on the NCLB AYP timeline.
