NCLB's conversion provisions require districts to take action, but it seems to me that there is a role for states in this process as well. Perhaps states should create policies or processes that provide some details about how districts should implement the conversion option? If districts fail to properly implement this option, perhaps states should intervene on their own accord and convert the school themselves?
