While some states/authorizers may have rigorous renewal and accountability systems for charter schools, some do not. By the same token, some states/authorizers exercise charter oversight with a focus on compliance, rather than performance. Although AYP should not be the sole determinant of a renewal decision, it does serve as a useful benchmark and antidote to lax or compliance-oriented accountability systems. Charter schools that are not meeting AYP should certainly receive close scrutiny to ensure that other valid measures of student achievement and growth are strongly positive.
