It appears to me that if giving charter schools more flexibility and freedom is positive and highly desired, then why don't we do the same with conventional public schools. As a public school teacher, who supports charter schools, choices, and options, I feel that NCLB & Federal Policy are invasive big brother forms of control. After all, isn't that one of the major reasons for creating charter schools - to remove as much of the self-serving bureaucracy as possible. Now, I agree that this won't change our current factory education system but, until everyone takes education more seriously and not just as a political stepping stone or for economic gain, we will continue to use public schools as warehouses for our youth. And, charter schools will eventually have greater controls placed on them.
