If schools are truly "free" from the district, then they ought to be able to tap into implementation money. But a lot of districts are "scamming" their way into the process. Upper Arlington, Ohio is one of the highest performing and best funded school districts in the country. They applied for and I believe will receive up to $500,000.00 to start an "IB Diploma' program for thier students. So many district charters applied for and received funds this year, that true charter schools will be unable to open. Allowing conversion schools to apply for startup and implementation funds will greatly slow the emergence of community-based charters. Once that happens, we lose the competitive factor that is forcing district schools to clean up their act.
