I agree that charters should embrace AYP but it presents both an opportunity and a danger. For example, if you are running a drop out recovery school where older students are working to earn a diploma and they are learning a trade and a skill that will allow them to ability to live a productive life, what does AYP really mean? These young people are going to be with you for 18 to 36 months and that's it. There needs to be more flexibility so that individual schools can really show and get credit for the amazing work they are doing with drop outs. Having said that, conceptually I believe that NCLB is among the most significant legislation passed because school can't hide the bad news anymore and that's important.
