Real charters? Absolutely! But as a practical matter, this drive to create new high-quality options for students via conversion has not brought with it additional resources. Ohio law allows for districts to create new schools and call them "conversion schools." Districts are using this legal provision to compete with existing charters, especially with the digital charter schools. This "conversion process" has allowed them to tap the relatively limited funds available to truly new charters being started by teachers, parents and other ed reform advocates. As Jennifer notes, we've seen very few low-performing schools convert to charter because of the revenue implications for the district and the loss of control.
