Charter schools should embrace standards-based assessment and AYP as a legitimate (albeit partial) measure of student performance and a useful instrument of school accountability. For many if not most charter schools, high test scores do not fully reflect their educational aspirations. Nevertheless, the success of the charter movement will ultimately depend on its ability to accelerate learning gains and achieve measurable excellence. If charter schools cannot deliver superior results on state assessments, they will (rightfully) become marginalized as an instrument of education reform.
