| Conversion schools must be "real" charters |

Conversion of low-performing schools to charter status should be a plus for the charter movement, but only if the in-coming charter schools are given real autonomy—including full authority to bring in their own people, and by extension, remove existing staff who don't meet a charter school's requirements. If conversion charters are forced to inherit existing staff, or to comply with a district's collective bargaining agreements, these nominally "new" schools will be set up for failure, which will undermine the success of the charter movement.
