One of NCLB's options is to allow chronically low-performing schools to convert to charter school status. Will the conversion option result in negative or positive consequences for the charter school movement as a whole (for example, will the option give the charter movement a chance to show how freedom and flexibility can work or will it result in a watering-down and homogenization of the movement)?
