Although research undertaken in California has shown that at-risk students in my state also benefit from charter schools, many California charters are, in fact, magnet schools that cater to a more "elite" population. In my county, only one of the nine charter schools caters to an at-risk population. Many school boards in my state have made it clear that they will deny any charter petition brought before them.
