Utah has just enacted legislation establishing a state level charter school board, a seven person board of persons from varied backgrounds, committed to the purposes of Charter Schools, and appointed by the Governor. I hold a great deal of hope for their ability to put before the State Department of Education and the Legislature both fiscal and policy recommendations that will improve and grow charters in Utah. An exciting charge they are given (in addition to authorizing responsibilities) is to look at existing statute and rule and recommend charter school waivers during the 2005 session. Has Arizona found their board to be effective in lobbying on behalf of charter schools? Are their states where other authorizing bodies have become effective voices in the larger policy arena?
