The rural response to the fiscal challenge has been to create schools within schools. Not as large as their urban counterparts, schools within schools function by sharing facilities, administrative, and
other resources. Not the ideal independent model, but it has allowed rural districts to access federal charter schools funds to create options that would otherwide not be available such as elementary Montessori charter schools.
