School boards have total control over their charter schools in Wisconsin. So in theory, a school board can shut down a charter school at the end of a school year if they so choose. That said, about half of our charter schools serve an at-risk population. The freedom and flexibility afforded them through charter law and the sizable charter grants help to get them off the ground. Administrators are seeing good things happen to kids as a result. The reasons charters are not successful in our state is because the initiators do not undertake the rigor up front. In a 2001-02 study, 95% of all new charter proposals were approved by the school board authorizer at the concept level. 100% of all planners that were successful in receiving start-up grants through the state agency opened charter schools. Only 1 district opened a new charter school that did not receive grant funds.
