Ms. Decker,
I respect your point of view but strongly disagree with it. If, truly, the purpose of charter schools is merely to "supplement or complement what already exists" and "can bloom from existing programs", then charter schools are not needed. School districts have been able to offer alternative programs for many years. While I am not completely aware of the charter situation in Wisconsin, I can state that California charter law was initially designed to promote competition within the public education sector. The effect was to have been to give parents, teachers, local schools administrators and community members the opportunity to found and develop programs that were distinct from the current district schools--not to simply provide districts with more programmatic options.
Unforutunately, the original design for charter schools was thwarted by fatal flaws placed in the California legislation, that legislated competition, while placing oversight authority and funding completely in the hands of the competitor.
