I agree completely with you observation about strong initial contracts. Some good "up front" work can avoid many problems down the road.
What would happen to a Wisconsin school board that decided to revoke a charter based on criteria not found in 118.40? This occurs in California, yet the burden of proof for revocation is exclusively placed upon the charter school. I have seen the revocation of very schools that are producing results and with a high level of parent and teacher satisfaction.
