I agree that part of the ambiguity associated with closing charter school has a lot to do with the definition of success. If success is related primarily to rapid improvement on high stakes tests- i.e. NCLB - without taking into consideration some of the other factors that impact charter schools (teacher turn-over and transient populations), then you can expect a significant number of charter schools to fall short of the mark. There are a large number of urban charter schools stuck in the mire of "closing the achievement gap" that have established quality programs, but need more time to achieve success. Are there authorizers out there who have developed accountability systems that use a number of different variables to determine success?
