A number of states have succeeded in creating and expanding a charter law by doing these three things
1. Identifying other organizations that are not satisfied with public education, and working with their lobbyists to help expand support for the charter idea. These organizations OFTEN have more $ and more experienced lobbyists. They include business groups, social service agencies, and youth advocacy groups.
2. Inviting legislators to visit charter schools. Many legislators have heard about charters ONLY from opponents. Charter folks need to invite legislators to visit, especially those who represent the district.
3. Meet with aides to the governor, to discuss the charter movement. Attend to interest these aides and the governor in making creation, improvement or expansion of the charter idea one of the Governor's education priorities.
