I want to pick up on Mr. Vazquez's number 7 - closures are "tangible evidence that results matter". I think valid, warranted closures give credibility to the movement. We are then truly saying that charters are performance contracts meant to improve public education (whether it be through academic or organizational innovation). When authorizers are firm about results, more people (including LEAs) seem to see the validity of the charter movement.
