1) We need to think about equating charter schools with the broader movement to shape and deliver customized education solutions. Every parent--white or black, rich or poor--wants a school that's the right fit for their child. Traditional school districts are best at a "one size fits all" programs. Smaller and nimbler charter schools are a better fit for today's more demanding public education consumer.
2) We need to discourage policies and practices that limit charter activity to only disadvantaged communities.
3) We need to target education consumers everywhere. They are the folks--urban or suburban--seeking schools fit for their children. Charter schools can offer a better fit.
