This presentation, delivered at the 2004 National Charter Schools Conference, helps charter school stakeholders to understand the "highly qualified teacher" requirement of the No Child Left Behind (NCLB) Act. The general definition of a highly qualified teacher is one that has achieved full state certification; holds at least a bachelor's degree; and had demonstrated subject matter competence.
